I'm with fabricdragon: that's a feature that makes no sense. Regardless of disability, there are quieter alternatives already existing - the blind can hear the phone ringing at the other end; the deaf can see the lit display.

This feature serves exactly one purpose: to paint a target on someone when they are at their most vulnerable.
