I'm really curious about what that's supposed to mean -- "failed" in what sense? If failure = lacking self-determination, then as you say Rose is the only real failure. If failure = didn't keep fighting alongside the Doctor right up to the bitter end, then Martha is the real failure because she willingly walks away from him. If failure = character arc that ends up right back where it started, that's Donna.
But I suspect, consciously or not, they mean "failed" in the sense of being less loved by the Doctor, which is just...well, fail.
