A woman in that position - abused, then abandoned - made that very case in court, I believe in VA, where the proposed law didn't just discuss "telling" him, it said *she had to have his permission.* Her argument was why should she chase down an abusive man and put herself in the position to be more abused?

It's not entirely the same case, but the case I was talking about was sometime in the 80s and the details are very fuzzy now!
